Bau und Inbetriebnahme der MBA Cröbern, Erfahrungen aus Betreibersicht

Im Zeitraum Juli 2002 (Grundlagenermittlung) bis September 2007 (Endabnahme) wurde am Standort Deponie Cröbern die mit 300.000 Mg/a Durchsatzmenge größte Mechanisch-biologische Abfallbehandlungsanlage Deutschlands errichtet. Die Anlage wurde entsprechend den Vorgaben der Verordnung über die umweltverträgliche Ablagerung von Siedlungsabfällen und über biologische Abfallbehandlungsanlagen (2001) konzipiert und realisiert. Nach erfolgreicher Nachweisführung im Rahmen des Probebetriebes erfüllt die Anlage sowohl sämtliche gesetzlichen als auch alle sonstigen vertraglichen Anforderungen. Die Emissionswerte gemäß 30. BImSchV sowie die Ablagerungswerte nach AbfAblV werden sicher eingehalten. Die bei Anlagen dieser Größenordnung erforderliche besonders hohe Betriebssicherheit zur Sicherstellung der Durchsatzleistung und Verfügbarkeit ist in allen Anlagenteilen gegeben. Erreicht wird dies zum einen durch den Einsatz bewährter störungsarmer Aggregate und zum anderen durch die konsequente Umsetzung eines detaillierten Personal- und Wartungskonzeptes. Durch Anpassung der innerbetrieblichen Abläufe und der Anlageneinstellung konnte die Stoffstromteilung im Probebetrieb auf ein Niveau optimiert werden, das auch unter wirtschaftlichen Gesichtspunkten die Erwartungen voll erfüllt. Im Verlauf des Probebetriebes aufgetretene Mängel im Bereich des Lüftungssystems und der Abluftbehandlung wurden vor der Abnahme durch den Anlagenlieferanten behoben. Die Endabnahme der MBA Cröbern konnte damit mängelfrei erfolgen. Durch die erfolgreiche Inbetriebnahme und Übernahme der MBA Cröbern in den Regelbetrieb wird der Standort Leipzig-Cröbern zu einem der wichtigsten Bausteine der Entsorgungswirtschaft in der Region und belegt den bedeutenden Beitrag der MBA-Technologie zur Gewährleistung der Entsorgungssicherheit.

In the period between July 2002 (basic evaluation) and September 2007 (final acceptance), the largest mechanical-biological waste treatment plant in Germany with a throughput of 300,000 Mg/a was erected at the Cröbern landfill plant. The plant was designed and realised according to the specifications of the ordinance on environmentally compatible storage of municipal waste and on biological waste treatment plants (2001). After the successful verification management carried out during test operation, the plant fulfils all legal requirements as well as all other requirements according to the contract. The emission values according to the 30th Immission Ordinance (BlmSchV), as well as the landfill values accor ding to the Ordinance on Environmentally Compatible Storage of Waste (AbfAblV) are well within limits. The particularly high operational safety required for plants of this size to ensure throughput and availability is ensured in all components of the plant. This is achieved by the use of proved reliable units on the one hand, and by the consistent implementation of a personnel and maintenance concept that had been worked out in detail. Adapting the internal processes and the plant settings, it was possible to optimise the substance flow division in test operation to a level that completely fulfils expectations even under economic aspects. The system supplier corrected all faults in the area of the ventilation system, or respectively the exhaust air treatment that occurred during test operation before the start up. The final acceptance of the MBT Cröbern was thus free of faults. With the successful start of operation and transfer of the MBT Cröbern to normal operation, the Leipzig-Cröbern plant has become one of the most important bases for the waste disposal industry in the region, thus proving the important contribution of MBT technology to ensure safe waste disposal.
