Entsorgung kompostierbarer Verpackungen in Deutschland
Betrachtung verschiedener Entsorgungswege

Obwohl kompostierbare Verpackungen seit über zwanzig Jahren im Verkehr sind, ist ihre ökologisch sinnvolle Entsorgung bis heute nicht geklärt. Dies führt zu Verwirrung sowohl bei Verbraucher:innen als auch bei produzierenden Unternehmen. Zur Erfassung des aktuellen Umgangs und der bestehenden Herausforderung hat die Initiative Kreislaufverpackung Gespräche mit Stakeholder:innen der Entsorgungs- und Verpackungsindustrie geführt. Diese wurden durch eine Literaturrecherche ergänzt. Die Entsorgung kompostierbarer Verpackungen findet in Deutschland aktuell weder auf den für Verpackungen möglichen Entsorgungswegen (Restmüll, Gelbe Tonne, Blaue Tonne) noch in der für Verpackungen weitestgehend versperrten Biotonne statt. Es zeigt sich, dass diese Materialien derzeit der thermischen Verwertung zugeführt werden. Dies liegt an diversen Herausforderungen. In Anbetracht der Herausforderungen in der Biotonne und des schützenswerten Ziels, die Bodenqualität durch guten Kompost aufzuwerten, ist eine Entsorgung kompostierbarer Verpackung über die Biotonne aktuell nicht erstrebenswert. Um die Entsorgung kompostierbarer Verpackungen ökologisch sinnvoll zu gestalten, müssen die Herausforderungen im Entsorgungssystem adressiert werden. Eine industrielle Kompostierung fernab der Biotonne sollte in Pilotprojekten untersucht werden. Dazu sollte die Norm EN 13432 der Kompostierungsrealität angepasst werden und eine getrennte Erfassung kompostierbarer Verpackungen (z. B. über die Gelbe Tonne) mit anschließender kontrollierter Kompostierung betrachtet werden.

Although compostable packaging has been on the market for over twenty years, its appropriate ecological disposal has not yet been clarified. This leads to confusion on the part of both consumers and manufacturers trying to make their packaging as sustainable as possible. To understand the current handling and the existing challenges, Initiative Kreislaufverpackung (Germany’s first closed-loop packaging initiative) spoke to stakeholders in both the waste management and packaging industry. A literature search has been conducted to support this. In Germany, compostable packaging is currently neither disposed of via the disposal routes possible for packaging (residual waste, yellow bin, blue bin), nor in the organic bin, which is largely blocked for packaging. It turns out that these materials are currently fed to thermal recycling. This happens due to a variety of challenges. Given the challenges in connection with the organic waste bin and the objective to protect the soil quality through good compost, the disposal of compostable packaging in the organic waste bin is currently not welcome. For disposal of compostable packaging in an ecologically sensitive way, the challenges in the disposal system must be addressed. Industrial composting outside of the organic waste bin should be investigated in multi-stakeholder pilot projects. For this purpose, the EN 13432 standard should be adapted to the reality of composting. Also, a separate collection of compostable packaging (e. g. via the yellow bin) with subsequent controlled composting should be considered.
