Kommunikation in der Abfallwirtschaft
Bewertung verschiedener Kommunikationskampagnen

Im Rahmen der Vorlesung Recycling und Abfallwirtschaft an der Hochschule für Angewandte Wissenschaften wurde das Thema Kommunikation in der Abfallwirtschaft behandelt. Als Projektarbeit haben die Studierenden in Gruppen Kommunikationsformen in der Abfallwirtschaft identifiziert, bewertet und diskutiert. Eine Auswahl der Ergebnisse wird im folgenden Aufsatz zusammengefasst.
Die Kommunikation hat verschiedene Aufgaben und verschiedene Aspekte. Sie soll vor allem ein breites Publikumsspektrum über Inhalte informieren und so zu einer dauerhaften Verhaltensänderung führen. Als erstes gilt es, das Interesse zu wecken. Wenn das Interesse schon besteht oder geweckt wurde, sollte mit einer individuellen Beratung genauer über Möglichkeiten informiert werden. Dies kann durch Anfragen an den lokalen Entsorger geschehen.
Für die Bewertung der Kampagnen wurde im Rahmen der Projektarbeiten der Studententeams unterschiedlich vorgegangen. Die Studententeams haben den EUWID, aber auch Kampagnen „Drop it like E-Schrott“, „#wirfuerbio“ und die G2-Kampagne anhand von messbaren Größen (z. B. Aufbau der Kampagne, Anzahl der Aktionen, Klicks, Follower) bewertet. Für eine erste Bewertung wurde das Ziel der Kampagne und damit das Kommunikationsziel bestimmt. Im zweiten Schritt wurden die eingesetzten Kommunikationswerkzeuge identifiziert und analysiert. Hierfür bedurfte es zudem einer Ermittlung der Sender und Adressaten. Tiefergehend wurde für die Kampagne „Drop it like E-Schrott“ eine Umfrage durch das Studententeam erstellt und durchgeführt. Im Rahmen der Umfrage wurden zwei Fragen zur Person und acht Fragen zu der Kampagne gestellt.
Als Ergebnis hat sich klar herausgestellt, dass eine zentral abgestimmte, einheitliche und klare Endverbraucherkommunikation wesentlich für die Qualitätsverbesserung von Stoffströmen im Entsorgungsbereich ist. So können Quoten eingehalten und erhöht werden. Die Kommunikation muss einheitlich, aber dennoch individuell auf die Region und Zielgruppe flexibel angepasst sein. Auch die Qualität der Inhalte muss flexibel gehalten werden, da bereits vorinformierte, interessierte Verbraucher tiefergehende Informationen benötigen, wohingegen Verbraucher ohne Vorwissen nicht durch das Fehlen eines solchen abgeschreckt werden sollen. Zudem sind klare Aussagen und Handlungshinweise in verständlicher Sprache notwendig. Für die generelle Umsetzung ist darauf hinzuweisen, dass die Kommunikation und deren Finanzierung gesetzlich bei einem Akteur oder einer entsprechenden Stelle verankert sein muss. Da eine Selbstüberwachung und der Vollzug an der eigenen Einrichtung ungeeignet ist, ist hier eine behördliche Einrichtung, die gleichzeitig für den Vollzug verantwortlich ist, erforderlich.

The topic of communication in waste management was topic in the course of „Recycling and waste management“ at the University of Applied Sciences, Hamburg. As project work, the students identified, evaluated and discussed forms of communication in waste management. The results are summarized in the following article.
Communication has different tasks and different aspects. It should inform a broad spectrum of audiences about content and thus should lead to a permanent change in behavior. The first thing to do is to get the interest. If interest already exists or has been awakened, individual advice should provide more information about the options. This can be done by inquiring the local waste disposal company. The evaluation of the campaigns was carried out differently within the project work of the student teams. The student teams evaluated the EUWID, but also the „Drop it like E-Schrott“, „#wirfuerbio“ and the G2 campaigns based on measurable variables (e.g. structure of the campaign, number of actions, clicks, followers). For a first evaluation, the goal of the campaign and thus the communication goal was determined. In the second step, the communication tools used were identified and analyzed. This also required the sender and addressees to be identified. The student team conducted and carried out a survey for the „Drop it like Eschrott“ campaign. The survey asked two questions about the person and eight questions about the campaign.
As a result, it has become clear that centrally coordinated, uniform and clear end-user communication is essential for improving the quality of material flows in the disposal area. In this way, quotas can be maintained and increased. Communication must be uniform, but still be individually adapted to the region and target group. The quality of the content must also be kept flexible, since pre-informed, interested consumers need more in-depth information, whereas consumers without prior knowledge should not be put off by the lack of such information. In addition, clear statements and instructions for action in understandable language are necessary. For the general implementation, it should be pointed out that the communication and its financing must be legally anchored by an actor or a corresponding body. Since self-monitoring and enforcement at one’s own facility are unsuitable, there is an official facility that is responsible for enforcement at the same time.
