Plastikabfallvermeidung – aus der Nische hin zu verbindlicheren Regelungen

Kunststoffabfälle spielen seit Einführung der europäischen „Single Use Plastics Directive“ im Jahr 2018 eine verstärkte Rolle in der Vermeidung von Abfällen. Ein zentrales Ziel der europäischen Abfallrahmenrichtlinie ist dabei die Entkopplung der wirtschaftlichen Entwicklung vom Abfallaufkommen, wobei die Abfallintensität speziell bei den Verpackungsabfällen seit 2007 kontinuierlich um 2,9 % angestiegen ist. Eine Analyse von 31 nationalen und regionalen Abfallvermeidungsprogrammen (AVPs) hat gezeigt, dass 15 AVPs bereits einen Fokus auf das Thema Verpackung und Kunststoff legen. Ein Großteil der genannten Maßnahmen zur Reduktion von Verpackungsabfällen beziehen sich auf die Produktionsphase bspw. durch Vorgaben zum Produktdesign. Für die Umsetzung der Maßnahmen wurden informatorische, regulatorische und markt-basierte Instrumente eingesetzt. Einige Maßnahmen wurden konkretisiert, sodass heutzutage stärker auf quantifizierbare Ziele gesetzt wird als früher, wodurch bspw. der Fortschritt bei der Vermeidung von Plastikabfällen transparenter dargestellt werden kann. Dennoch fehlen bei dem überwiegenden Anteil der Maßnahmen konkrete Vorgaben, welche die Überprüfung der Erreichung der Ziele erschwert.

Since the introduction of the European Single Use Plastics Directive in 2018, plastic waste has played an increasingly important role in the prevention of waste. A central goal of the European Waste Framework Directive is to decouple economic development from waste generation, whereby the waste intensity is rising continuously by 2.9 % since 2007. A slight relative decoupling is nevertheless visible, with waste volumes not rising quite as fast as gross domestic product. An analysis of 31 national waste prevention programmes (WPP) has shown that 15 WPPs already focus on packaging and plastics. A large part of the measures to reduce packaging waste relate to the production phase, e. g. through product design specifications, while a smaller part is designed for the consumption phase. Informational, regulatory and market-based instruments were used to implement the measures. Some measures have been concretized, so that today more quantifiable targets are set than in the past, which makes, e. g. the progress in the prevention of plastic waste more transparent. Nevertheless, the vast majority of the measures lack concrete targets that make it difficult to analyse whether the targets have been achieved.
