Sicherheitsbetrachtung aus einer globalen Perspektive für Konsumgüter hergestellt aus Recyclingrohstoffen

Der globale Handel von Chemikalien und Produkten mit entsprechenden Additiven in Farben, Kosmetik, Haushaltsreiniger, Papier und Pappe, Plastikspielzeug, Textilien, elektronischen Geräten, Schmiermitteln etc. setzen einen Anteil an gefährlichen Substanzen in der Umwelt frei mit einem Risiko für Menschen und das Ökosystem in einem weltweiten Maßstab. Der Handel mit Recyclingmaterialien, die entsprechende Inhaltsstoffe haben, können durch das Recyclingverfahren und der Wiederverwendung des Handels in neuen Produkten nicht nur als Schadstoff in Deutschland oder Europa, sondern auch über den weltweiten Handel in alle anderen Länder mit geringeren Umweltstandards freigesetzt werden. Dieser Weg besteht natürlich auch für Waren aus den tropischen Ländern, die mit Pestiziden und anderen Chemikalien versetzt sind und bei uns in den Warenkreislauf kommen. Unsichere Konsumgüter und Industrieprodukte kommen so in den weltweiten Handel und sind verantwortlich für Schäden an der Gesundheit von Menschen und Tieren sowie dem Ökosystem. Es ist daher von großer Bedeutung, diese dafür verantwortlichen chemischen Schadstoffe einzudämmen und das Risiko durch neue chemische Additive zu minimieren.

The global trade of chemicals and products containing chemical additives such as paint, cosmetics, household cleaners, paper and cardboard, plastic toys, textiles, electronic appliances, petrol, lubricants etc. has resulted in a substantial re-lease of harmful substances to the environment with risk to man and nature on a worldwide scale. In spite of some common efforts to harmonize the safety assessment of chemicals and products a new problem additionally appeared with the material flow in a circular economy at global scale with its risks for health and the environment in consequence of the worldwide trade of chemicals in products. The new threat is coming from closing the loop in a global scale. Plastic, paper and card-board, lubricants and other products undergo a recycling process and make their ways into a recovered material with unpredictable and not foreseen health and safety problems. Unsafe consumer and industrial products get onto the global market as only last year reports on tooth paste, toys and drinking cups from Asia releasing hazardous components made it to head-lines in the news. All these examples show that in a circular economy the trade in a global dimension is not acceptable without a globally agreed risk assessment for existing and newly developed chemicals and products.
